Bangladesh Small Industries and Commerce Bank Limited – A Brief History
BASIC Bank Limited, popularly known as Bangladesh Small Industries and Commerce Bank Limited, was established under the Companies Act of 1913 on August 2, 1988, and started functioning on January 21, 1989. It essentially comes under the Banking Companies Act of 1991. It was formed to extend credit facilities to small-scale industries and was a brainchild of the leaders of the country, who wanted to promote small industries in the country. The Bank was at the beginning a joint-venture project of BCC Foundation, which had 70 percent shares; the remaining 30 percent share belonged to the Government of Bangladesh. Since the BCC Foundation has been declared non-functional by closing the BCCI, the Government of Bangladesh took over 100 percent ownership on 4th June 1992. Thus, the bank is 100% state-owned.
Some features distinguish BASIC Bank Limited from other banks. It embodies the perfect blending of development and commercial banking. The Bank is under a statutory obligation to disburse at least 50 percent of its loanable funds to the small and medium industries sector vide the Memorandum and Articles of Association.
